<p>The postponement of the date of termination of the agreement between the Federal Customs Service and the Association of International Road Carriers will not affect the road transport company TELS CARGO in any way. This is the opinion of its General Director Andrei Abragimovich.</p>

<p>- I can no longer read the news about TIR carnets," said the interlocutor of "Logirus". - On December 2, our company was included in the register of customs carriers. Now we can transport expensive cargo through the territory of the Customs Union countries without a convoy escort, and not to issue a guarantee of cargo delivery at the border in the absence of the TIR carnet, which greatly simplifies and speeds up the process of passing the border.</p>

<p>Now TIR carnets are accepted for registration only in three customs offices of the Northwestern Customs Directorate. "In addition, it is also possible to enter from the territory of Belarus using TIR carnets if there is only one place of delivery and the cargo does not fall under convoy," specifies Andrey Abragimovich. - We had problems with convoy and combined cargoes with delivery to several places in the first place. In these cases, we had to turn to such firms as Arsenal, ROSTEK and others to draw up a surety agreement.</p>

<p>The company had to incur certain expenses, because for high-value cargoes, surety is much more expensive than for TIR carnets: "For example, from Krasnaya Gorka, from the border, we went to the Bryansk region to clear customs in Sevsk under security. It cost 25 thousand rubles. The tariff depends on the price of the cargo and the distance," the expert explains.</p>

<p>- For the rest of the cargo, in principle, there were no questions: cars were going through the "carnets", and they are still going, - continues the interlocutor of "Logirus". - We used to go through Belarus, we crossed the border quietly. Through Ukraine, we went very rarely, it was rather an isolated case, so we excluded this route. It did not affect the overall operation of the company. But what concerned expensive and groupage cargo - a lot of it, of course, there were issues with it.</p>

<p>TELS CARGO also had to conclude contracts with "ROSTEK" when importing cargo from Finland, but since the goods were inexpensive, the amount of security was low: "The contract was concluded only because the coverage of the TIR Carnet is up to 60 thousand euros (in Vyborg customs TIR Carnets are still accepted - LR). With "Beltamozhservice" (Belarus) clearance of convoy cargo was a little cheaper at the border of Belarus and Poland.</p>

<p>- We have been thinking about obtaining the status of a customs carrier for a long time," says the executive director of TELS CARGO. - But the situation with the abolition of TIR carnets pushed us to do it faster. We had such intentions because the share of expensive cargo we carried was increasing. And now we have secured ourselves against the FCS decisions.</p>

<p>The expert believes that the introduction of additional security measures was deliberately carried out in stages: "I think that if the books were abolished everywhere at once, there would be not enough security for Arsenal, ROSTEK, Beltamozhservice, or anyone else. They would simply choke on such a large flow of traffic, they would not be able to provide one hundred percent.</p>

<p>Andrei Abragimovich believes that the gradual introduction of the new rules was undertaken not only so that customs and carriers could get used to them, but also because of the lack of provision: "This is partly why we left TIR carnets in Vyborg customs, because there is the largest flow of cargo transport. To prevent a collapse. I think, in any case, Customs understands: if they had blocked the use of TIR Carnets everywhere, really transport and goods would have simply stopped at the borders. And so - in parts, steps, gradually...".</p>

<p>The Logirus interlocutor assesses the prolonged conflict between the Federal Customs Service and ASMAP as follows: "It seems to me that it is a struggle of interests for money. There are state interests - no one takes them into account for a long time. There are interests of common people, which are also not taken into account. And now the Federal Customs Service is pulling the blanket - such a flow of money went to Geneva! And they evidently intend to move that money to Russia by taking over ASMAP. I think that the postponement of breaking the agreement is necessary to create a new office for TIR Carnets, with new conditions, which will work and redirect the flow of money inside, to Russia".</p>

<p>"The new system of customs carriers will not affect, - said the General Director of TELS CARGO. - The main goal of the Federal Customs Service is to reverse who owes what to whom. With ASMAP, the customs have to prove their case and demand money, which they think they owe. The FCS works with customs carriers, customs guarantors and authorized economic operators under a financial guarantee. In this case we talk about direct debit: if something, say, happens now - I do not deliver the cargo - the customs will simply write it off. In other words, the customs will have our money, and we, not the customs, will have to prove our case.</p>
